J.S.Sarma  leads race to become TRAI Chief.

     It is learnt that Cabinet Secretariat have short listed three names for the post Chairman TRAI. According to sources Shri. J.S.Sarma , Shri. Yashwant Bhave & Shri. S.D. Saxena are in the race but at leading position J.S. Sarma's name is flashing.

     Shri. J.S.Sarma is former Secretary of DOT & at present he is TDSAT member.

     Shri. Yashwant Bhave is former Addl. Secretary of DOT.

     Shri.S.D. Sexena is former Director finance BSNL & member of BSNL Board.

     Sources revealed that the file has been sent to Telecom Ministry for its approval.

      Recently the relation between TRAI & DOT has been one of unease  & TDSAT judgment 2 weeks ago of which Sarma was one of Authors blamed the TRAI for acting without transparency while formulating various guidelines & regulations.

     The race for selection as Chairman TRAI is very tough race as many candidates applied for this top posts are former Govt. Secretaries & thrown their hats in the ring as because salary & emoluments for this post is 3 lakhs per month.

Lakhs of Engineers que up for jobs as JTOs in BSNL: Lakhs of Engineers apply for the less than 4000 post of JTOs in BSNL. Tens of thousands of Engineers including those working in multinational IT companies are also attracted to the lowest Executive post in BSNL. According to the information from different Circles the number of applicants are more than three times that of last year. In AP Circle alone more than 60,000 Engineers applied against 20,500 last time. *    JTO(T) to SDE(T) DPC: DPC for JTO to SDE promotion for the vacancy years 2006-07 and 2007-08 is at the final stage and orders are expected by 1st week of May. Meanwhile the request transfers in the cadre of SDE is under the consideration of the management and we are pursuing the cases. One list is already released yesterday.

 

*    Competitive Examination for JTO(T) to SDE(T): After consistent persuasion by the Association, Management is notifying the comp. examination for the vacancies of the years 2006-07 and 2007-08 shortly including the carried over unfilled vacancies of last examination. The concerned section is finalising the scheme of the examination. There will be no change in the syllabus. After persuation by months together, Management agreed to our suggestion for OMR based examination and there will be no more descriptive type questions

 

*     CIRCLE CONFERENCE OF PUNJAB CIRCLE: Punjab Circle Conference was held at SANT LONGOWAL Institute of Engg & Technology, SANGRUR on 22nd and 23rd April, 2009. A well attended open session was held in the morning session and members from neighbouring SSAs also attended. Gen Secretary Com. G. L. Jogi, G M (Pers), BSNL CO Sri. R. K. Mishra, GM (A), Punjab Circle Sri. A. K. Sharma, AGS Com. K. Sebastin and CSs of our sister organizations BSNLEU and NFTE-BSNL addressed the open session. General Secretary in his address stressed the need for change in the work culture. As almost all the cadre issues are getting settled and streamlined such as pay revision, promotion policy, transfer policy etc, we have to focus on the growth of BSNL for the next few years. We have to improve the revenue and market share especially in the wireless sector and check corruption at all levels. For improving the market share quality of service has to be improved and we have to market our products. GM (Pers) informed that BSNL Management is sincere in addressing the issues of Executives and hoped that the entire HR issues will be streamlined within six months. The Group A R/R will be finalized in the next Board meeting. In the delegate session GS informed that CHQ will pursue vigorously to get the Group A R/R notified, getting approval of JTO pay scales and resolving the anomalies in the pay fixation of JTOs of 2005 and getting the pay fixation with IDA @78.2% wef 01-01-2007. DPC from SDE(Telecom) to STS: Following Circles are yet to send the CRs. NTR, NTP, UP(W), RAJ & NE-II.

Meeting with CMD BSNL: GS along with AGSs Com. Sebastin  & Com. Khan met CMD regarding Gr. A RRs. CMD assured us that the same will be approved in the next Board meeting which  may take place by mid of May 2009.The issue of pending JTO/SDE pay scales was also discussed. We requested him to use his good offices to get the approval at the earliest. He assured to take the matter with DoT and get the pay scales approved.

Meeting with DIR(HRD), BSNL.

GS, SNEA & AIBSNLEA along with other office bearers met DIR(HRD) and discussed

a)        Non finalization of R/R for STS equivalent and above (Group A R/R):- We strongly protested against the non finalization of the R/R in the Board meeting held yesterday even though it was placed before it two months back on 26/02/2009. If the Management was serious on the matter, it would have definitely cleared in this Board meeting. We clearly told the Management that further delay is not acceptable to us as the agreement was reached almost one year back on this issue and the entire Executives are waiting for almost nine years of formation of BSNL for this R/R for their regular promotion. We also made it clear that we will not accept any proposal in the name of BCG on the already agreed HR issues. DIR(HRD) informed that the Govt. nominees in the Board made some suggestions and sought some more details which has to be further discussed in the Board meeting. He assured that the R/R will be finalized in the next Board meeting itself as assured to us and he will take full efforts for the same. Since CMD, BSNL was out of station we could not meet him on this serious development.

b)        Implementation of additional DA of 9.4% for fixation of pay as per the DPE order dated 02-04-2009: We strongly pleaded for the implementation of the Govt. decision taken on the IDA for pay fixation w.e.f 01-01-2007 based on the recommendations of Group of Ministers (The GoM formed after the strike by the Oil Sector Officers Association). For pay fixation DA has to be taken as 78.2% instead of 68.8% as per the revised order. DIR(HRD) informed that the profit of BSNL also has to be taken into account as it is having financial implications. Since it is a Govt. decision applicable to all CPSUs for pay fixation, BSNL is having no other option, but to implement the same, we informed the Management.

We will chalk out our future course of action on both the issues after meeting CMD also in this regard.

 c)         Transfer and postings in the cadre of SDE/DE etc. The pending request transfer cases in different cadres also discussed and the personnel section is issuing a consolidated list of transfer orders.

       Central Working Committee meeting of SNEA (India) will be held at Shillong on 26 and 27th of June 2009. All the participants of the CWC must reach Guwahati  (Assam) on 25th where the host circle has made necessary arrangements for transportation by Govt Tourism Buses to Shillong .       PAT ON A BACK & THANK YOU – MAKES THE DIFFERENCE   

         Comrades, generally  procedure adopted in government organization that there is no scope for word thank you, well done, means reciprocative word of appreciation for the job done by the employees, Executives from the bureaucrats, administrator. You will get salary if you attend duties physically throughout the month and for the mistakes you will get punishments. This policy is being observed years together in government organization.

           In global competitive era the government organization now a days also changing there attitude and now realizing the importance of appreciation which makes the difference in yielding more output from their employees. The talent must be acknowledged and the process for the same has evolved over the time. A simple word “Thank you”, PAT on a Back makes the huge difference. As being acknowledged, complemented by the chief will definitely boost the motivation levels and drive the force to touch the higher goals next time. The other method of being acknowledged is PAT On Back. This method is really useful by patting simply by one’s peers can actually make to feel special and valued and will help to carve self-image. It is a need of hour to boost the moral of employees and then peer-to-peer recognition. This method has to be enhanced and applied amongst all the employees of the organization. Every organization has its own style of recognition, appraisal. One method is selecting few who have push themselves to score high and set an example for their peers, the second one is all to be recognized. In government organization the second one is most preferred as to avoid controversy over the recognition.

           Easy and continuous process of recognition now a day becoming popular is to say thank you or a PAT on a Back. In this method there is no monitory involvement and this will do the miracles. To say Thank you is way of communication to tell the employees that administration is caring for you. This system can run through out the year. Any employee who wants to recognize the efforts of a peer issues a PAT on Back card or thank you which the recipient displays on his works place will do the miracle. Service excellence award is formal but thank you scheme can be used frequently as it is informal.

           Government organization now a days are conducting monthly / weekly meetings with their executives. This thank you, Pat on Back card can be used to strengthen the executives moral to fight the competition. This will be useful tool to the administrator to extract more work and to complete targets well in time. Being recognized in real time is an excellent mechanism for showing appreciation which builds respects and esteem for the individual concern in addition to positive behavior by administrator towards individual will reinforce the bond, affection in the mind setoff employees and will inspire to others to strive to deliver similar significant impact and value.

                              Paradigm Of Shift - Approach                             

         Comrades we have been habituated by our own mind setup to see, to experience the things, behavior of human beings, customers with pre-taught, Pre decided angle of perception. This may be the hurdle, now a day on the backdrop of stiff competition. In old days of monopoly the way of seeing the things, called as the experienced look to tackle the situation but now it is renamed as Approach.

            To keep up the speed with next generation we have to have a positive Approach towards the things happening around it and us can be illustrated further as follows.

            A Student always used to score 70% marks in examination, but in mathematics, he just score 40% and in rest of subjects, he scores 90 –98 %. As per our old strategy and experience to analyze this matter concludes that the student is very poor in mathematics, he should not opt the engineering side, as mathematics is the base of engineering faculty. As per the new norms to see the things differently we may extend a positive approach to this fact as a mathematics is a domain where the student have a tremendous scope to progress and the right inspiration will definitely gives rise, a different look and the student will Marched towards success to reach the score of 90%, if equipped with healthy environment for mathematics. This positive look will create a positive energy to lead that student towards success. This clarifies the approach, we took to reciprocate the things, makes the difference. The people who do the things differently will definitely get the success rather than the people who do the different things.

            In Telecom sector it is very essential to have a positive approach towards the customer need, Thrust, Problem and difficulty. If we took a positive look towards the customer definitely it will yields strong bond of healthy relation, which is the basic requirement for retention of the customers. So it is appeal to all of us please keep our approach positive towards customers and remember that customer is our Bread & Butter.

A)     BEWARE OF THE SUPER BUG  BACTERIA IN YOUR MOBILE :- In recent studies at NAVI  MUMBAI Hospital, Doctors made a study and revealed that on the surface of mobile phone a virtual colony of MRSA Bacteria observed .The mobile phones under survey are of the medical staff and doctors who are working in ICU Units of the Hospitals. B)     AMRAVATI GM Granted long awaited meeting to SNEA Amravati on Monday 7-4-2009. The agenda under discussion was mostly about the developments of Amravati SSA and HR issues of executives, a detailed discussion was held over this agenda and positive assurance for speedy execution and its disposal in favor was assured by GMT Amravati as reported.

C)     Com.Kalmegh supported the agitation at Pune for self-respect of the cadre. Com. G.L.Jogi GS SNEA (I) as assured to take   this Pune issue very strongly at CHQ as reported by DS Pune Com. Wankhede.

CBI Investigation Against 4 Telecom Companies (MNC)

A)     AT &T , BT,MC WorldCom and EQUANT may face the CBI Investigation process. Penal action in India for these above four MNCs may be initiated. The charges against these companies are providing of long distance services without License causing monitoring loss to the Government.CBI after completing the preliminary investigation is ready to file a case against these four MNCs for through probe an investigation in financial loss on behalf of DOT. It is alleged that these companies put a loss to the exchequer tuning to 25 crores and more, prior to 1st Jan. 2006 and onwards 15% average gross revenue loss. CBI also revealed that Indian companies Bharati Airtel TATA (VSNL), RCOM has made an agreement with above these four companies hence the enquiry against these Indian companies probably initiated as per CBI reports. DOT has formed a high level committee to examine the licensing norms to foreign companies and suggestion for penal action. As per the CBI report it is very difficult to access and comment in early stage of enquiry about the total loss to the exchequer.

B)     TDSAT issued an order in dual spectrum allocation policy which states that an incumbent GSM Operator do not have any vested right beyond 6.2 Mhz bandwidth of spectrum. MTNL/BSNL will have to follow the same and no special weightage to the state run company. TDSAT is silent over the extra spectrum already having with all GSM operators for its regularization. After detail study of TDSAT order revealed no clarity about whether this extra spectrum is to be retained, taken back, or charged till the new policy about subscriber linked criteria is established. Due to this ambiguity in the said order may create the hurdle in the process of spectrum allocation. The existing GSM operator including BSNL/MTNL may find difficulties in coming few months due to the delay in spectrum allocation. This judgment empowers enormous rights in the hands of bureaucrats in DOT’s access and wireless planning cell. This fear has expressed by many of leading CEOs of Telecom sector corporate.

10:15 am countdown starts. Exact 10:16am Volcano explode at Pune PGMT Office sounding SNEA(I) Zindabad, Com. Jogi zindabad, We Want Justice …….. and so on, Slogans continued 15 minutes. This was against the eccentric behavior and vindictive attitude of Pune administration towards the executive community in Pune BSNL with respect to HR issues.

          It is reported by DS Pune Com. Vivek Wankhede that since Jan.2009 correspondence was being made with Pune administration on subject Rural/Urban rotational transfers of executives and other issues also. The administration kept total silence on the points and issues raised by SNEA relating to the HR of Executives. The cold war between Association & Administration on this issue has already been started since Jan. 2009.The main issue of conflict is the partial implementation of corporate guidelines on even distribution of staff for manning all the areas in Pune. The administration has taken a help of the letter issued by corporate office which discriminates between JTOs as BSNL recruits, DOT recruits, Departmental Promoted recruits which is the clear cut violation of section 14 of constitution of India.

          Pune administration has issued a re-rotational transfer order in cadre of JTO for considering the request from rural to urban on 4th April 2009 in this order the JTOs under transfer from urban to rural has not completed their specified stay as per the new transfer policy 08 of corporate office and violates the corporate orders. Similarly direct recruit BSNL JTOs has been exempted from this purview of transfer. This discrimination between executive is not at all tolerable to both associations. Both the association requested the Pune administration and urged to give justice to this aggrieved JTOs who are included in this transfer order list with in a span of 3 to 4 years, but administration is not at all considering the genuine and legitimate request made by the association.

          As per the directives of CHQ SNEA and directives of General Body Pune SNEA along with AIBSNLEA Pune submitted memorandum to PGMT Pune. Discussed the matter near about 1 ½ hr. but all the efforts gone in vein. District Secretary SNEA Pune has left no option other than to issue Trade Union Notice to Pune Administration & Notice was issued today. We appeal all the comrades of Maharashtra and specially Pune to participate whole-heartedly in this agitation program for the right cause and self-respect of executives. We thank Pune comrades, especially Pune DS & President com. Wankhede & Sonawane respectively for inviting us to be a part and parcel of this war for the justice. The corridor of PGMT Pune office was totally blocked with mammoth gathering of executives of both organization and we are the witness for this rally Marched.  We extend our active support on behalf of all our SNEA Members.

(A)  Chinese Mobile handset to be phased out very soon. Due to low rates these handsets have captured the gray market. The Chinese GSM handset has got 15 digit IMEI Number for thousand set as a single number and other GSM handset has got 16 digit IMEI number individually. So it is very difficult to trace out the location in case of theft or use of this handset for malafide or criminal purpose. Cellular operators Association of India have received a communication from DOT in this regard DOT has instructed to stop the services of users using this handsets. COAI in positive response to the DOT instruction in coming next 10 days in phased manner are going to stop the services. Being a sensitive issue COAI is urged upon prior education of their customers. 

(B)     25 Million Jobs in Telecom sector in the globe. The global GSM players submitted memorandum to our Hon. Prime Minister stating the formidable role of Telecom that can be play in Global economy and recovery and requested to endorse the same in G20 meet at Landon. The deployment of mobile Broadband could create 25 million jobs around the globe the penetration of mobile broadband can be increased by 10 % the global GDP will rise to 3 to 4 % for that private sectors may be allowed to build a new infrastructure in this digital economy for extending measurable benefits to the society. Mobile industry is forecasting 800 Billion dollars a s capital investments in this sector during next five years.       

4 April 2009      Customer Care – Need  of Hour  --- Keyword of Success

       Comrades all of us are well aware of the term customer care & its meaning & its importance in the development of a company & its business. Last 150 Years i.e. from the day when BSNL was a government Department as P&T the blood of monopoly was running amongst us had not cautioned us about customer care .In those days we used to call customer as subscriber. Now the day has gone New era state owned company era competitive era started in such scenario customer care word has become a keyword for success.

       Customer care the world what does it means? It means to know the need of customer, respect the need fulfill it and keep the customer informed and way of expression of the determination towards the solving customers problem to his satisfaction. The customer should be satisfied, rather delighted by your gesture attitude and customer should feel relief from the anxiety arrows out of the need similarly a good communication skill which will create a bond between you and customer is called as a customer care.

       We wish to quote here an example about a customer care what we have experienced. One of our best friend purchased a car on 27th March 09 at Satara,the corporate office of that car company is at Delhi. On 29th March 09 our friend received a call from corporate office of car company and enquired about the experience and performance of the car, the services of dealer and assured about their readiness to solve any kind of problem or difficulties in future. In our case of BSNL ,entry in TRA for billing purpose of a new connection is it so much fast and speedy? Whether really we give a curtsy call to the new customers after the installation of phone? This is the area where we have to improve our strategy and planed accordingly. We have observed the communication gap in the communication department. This can be bridged by way of customer care. So we must work on it to connect India effectively.

(A)   Government of India on Wednesday ordered a special audit for four major service provider  1) Bharathi Airtel 2) Vadafone 3) Idea and 4) Tata Services for ensuring no revenue loss to exchequer. Special audit for Reliance (RCOM) also order to find whether the company is showing revenue under some different heads to attract lower license fee. This has been ordered after jump in revenue in specific section by these companies.

(B)  SAMSUNG has Partnered with BSNL/MTNL for touch screen model 3G compatible handset of mobile phone. Samsung is providing special Bundling scheme with BSNL for their customers for 3G handset.

   Employees Provident Fund (EPF) scheme to JTOs recruited in the year 2007 and completed  their training: The JTOs of 2007 batch has to carefully exercise the option for EPF.

Some important points are given below for your guidance. Each employee (JTO) has to give a

A)    Joined declaration signed by the employer as well as the employee has to be submitted to the EPF authorities as the contribution is done without the statutory ceiling of Rs. 6500/-.

B)    There is an option for the employee to opt for minimum pension scheme or Full pension scheme. Each employee has to exercise this option carefully as in minimum pension scheme, employee will get only a small amount as pension where as in full pension scheme the employee will get very good pension as good as Govt. pension and a good amount as provident fund contributed by the employer in addition to the employees contribution. An amount equivalent to 12% of emoluments (basic +IDA) will be deducted from the salary as the employees contribution towards provident fund. BSNL will contribute 13.61% of emoluments to EPF of which 8.33% will go to pension fund and 3.67% will go to the provident fund account. In minimum pension scheme employee will get a very good amount as PF at the time of retirement. So those who are interested in bulk amount as retirement benefit, they can opt for minimum pension scheme and those who are interested in good pension they can opt for full pension. Even in full pension scheme there is a provision for commutation of pension (85%).

CEILING ON GRATUITY: As recommended by the 2nd Pay Panel, Govt. enhanced the ceiling on gratuity to 10 lakhs and DPE issued the orders on 26-11-2008. The file in this regard send by DoT to Dept. of Pension was cleared by DoP. Now DoT will issue suitable directions to all the DoT cells enhancing the ceiling to 10 lakh. It is also learned that DoP approved it w.e.f 01-01-2006 onwards.

DPE issued orders for Revision of pay scales w.e.f  01.01.2007 as per the decision of the Cabinet for all Executives in the Central Public Sector Enterprises.

                                     TDSAT Uphold The Dual Technology Policy Of DOT in               

                              Spectrum Allocation and express displeasure about TRAI Role.

Government of India formulated a policy for spectrum allocation in dual technology that is CDMA & GSM. Under this policy spectrum can be allotted to the companies who are already availing the CDMA and to them GSM spectrum can be allotted. Main beneficiary of this policy and decision are RCOM & TATA. Other GSM Operators BHARATHI, VADOFONE, AIRCEL,!DEA, made allegation against this government policy in TDSAT in turn this authority rejects their plea and expressed their views as below

  1.      No improprietary is committed by DOT

  2.     No merit is found in the allegation by private operators

3.     No over looking on level play ground by government is    observed.

4.      The new incumbent GSM operator do not have vested rights to   receive GSM spectrum beyond 6.2 Mhz .

5.      The national telecom policy 99 is silent on this issue of dual technology.

6.      On the backdrop of this issue role of TRAI is not being fair in doing proper exercise over concept of 

      technology neutrality.

7.      TRAI failed to observe the principle of transparency in respect with subscriber-linked criteria for allocation 

                                                             in spectrum.

8.      Directed government to revise the rules appropriately.

9.      No preferential criteria to MTNL /BSNL in spectrum allocation.

10.   No cap on number of service providers and to be left on market forces. 

                   This will remove the constraint in allocation of 2G spectrums to    the service provider

COAI, AUSPI made party to BSNL in TDSAT  Tribunal.

        TDSAT Bench headed by its chairmen Justice Arunkumar accepted the prayer made by COAI and AUSPI to implead them in the petition filled by BSNL challenging the decision of TRAI regulations of reducing IUC charges.

         COAI and AUSPI is the GSM and CDMA Operators lobby. BSNL has filed a suit against the decision of TRAI to reduce the IUC charges. The above private operator lobby requested TDSAT to make them also a party in this case. The Hon. Justice Arunkumar express his displeasure on the state run firm for not making private operator party, which are likely to be affected by any possible interim order by this court. The next hearing is on 2nd April 2009, the Judge is also suggested for mutual interim order against the reduction in IUC charges from 30 paisa /minute to 20 paisa/minute.
