Government
of India has decided to hike the pay of executives working
in CPSUs.This decision has infatuated, bewitched, captivated
each of us. This hike has been declared on the backdrop of
recession all over the world in finance, IT, Industries and
private sectors. Many countries are experiencing the effect
on their economy and financial status. Fortunately as the
Indian economy is based on the axiom of reservation,
savings, principle it endures and showed robust performance.
All over the world if we see every working employee is in
dilemma, uncertainty, job security and about the
retrenchment. In India the emplacement working with PSUs are
enjoying at the same time the hike in wages, experiencing
new recruitment in respective operational field. The main
architect behind this is our Prime Minister late Pandit
Nehruji and iron lady Late Indira Gandhi as they have the
vision of strengthening PSUs by nationalizing the service
sector. As this service sector can act as government face
while providing a social services to the rural and uncared
Indians. It is nothing but their benediction to the Indian
economy as we are in position to enjoy it now in the
backdrop of necessitation.
Comrades time has to think
about the viability, stability, balance sheet prior to enjoy
the sweet taste of honey we should make and compel the
government that it should take each and every step towards
the strengthening of PSUs. If we see around wherever the
service sector is privatized there we have observed
retrenchment, curtailment in funds and pay as on plea that
to provide social services is not affordable.
Here we like to quote an
example of LIC of India as they stood number One position in
premium throughout India in spite of more than thirty
private companies are in the insurance field. It is there
services, which yields into the increase in business. We
should take a lesson from them.
Hike in pay of PSU Executives file
cleared by cabinet ministry conceding to the demand
from various PSU Executives. Government has taken this
decision on Monday 30-3-2009 to give hike of 20% in pay
packets especially in Oil sector we congratulate the forum
in defense of CPSUs and the leading lion of this forum Com. G.L.Jogi GS SNEA(I) in
particular. We also convey many thanks to our honorable
Prime Minister Mr. Manmohan Singh for bestowing his kind
intervention towards the demands raised through the
memorandum submitted by our forum in defense of CPSUs. Last
but not the least we took the privilege to
congratulate one & all executives in CPSUs for their
commitment and exhibition of the Unity and
solidarity towards their justified &
legitimate rights.

the
same will be endorsed by corporate office BSNL very shortly.

Comrades
march is a month of achievement, fulfillment of the
expectation, a month of performance, a month of
presentation, creation of a new target and month of
transfers and so on. In month of this march BSNL our company
has fulfilled all our executives aspiration expectations now
it is our turn to acknowledge to respond to reciprocates it
by achievement of the assigned targets and goals, it will be
achieved with our efforts with determination in mind, the
vision of BSNL and marching towards the goal with feelings
of belongingness towards BSNL.
Our company has given us an opportunity to make a
colorful landscape on the canvas of the Indian telecom
sector with socioeconomic face by our efforts by marketing
and one should burnt its midnight oil to improve our
services especially in Rural India.
It is our long back tradition and practice right from being our status as purely government that is from era of DOT that we start thinking for development in month of January plan for its achievement in month of February and march towards its achievement in month of march. March is the month to work actually for the development and the rest eleven months we used to sit calm and quite. Now the time has changed we have to think, plan & execute right from the first day of fiscal year for the development and betterment of company’s market share and we should not leave a single stone unturned coming through the way of progress and development of our company BSNL.
We always murmur about
the shortcomings of the systems, paucity of stores and
material its irregular supply, uneven distribution of
workload as the excuses for our failures in achieving the
assigned targets. Now we are at the fag end of the fiscal
year 08-09. Today we have noted our shortcomings to achieve
the targets and these shortcomings will be taken care in
2009-10 because this is the area where we have to improve
ourselves and prepare ourselves to tackle with the
forthcoming situation, we should remove all our negative
things, thoughts and should show our preparedness to welcome
new challenges in coming year 2009-10. We already noticed
our lacunas (HENCE FORTH WE WILL CALL IT AS “AREA OF
IMPROVEMENT), its solutions and with this enriched
experience with a hope in our mind of betterment of
ourselves and company BSNL, we have to march a long march to
get success in march 2010 with full zeal and enthusiasm with
a slogan

The trade union representatives on “EPFO” Central Board of trusty had at it’s meeting argued that PF Money should be parked in finance institutes, PSUs rather than listed companies. The Finance Ministry last year in august had suggested a new policy for investment of EPFO Fund into BSE/NSE listed companies upto 15% and in equity linked schemes of SEBI regulated mutual Fund. Trade unions vehemently apposed this proposal.

Comrades, it is very high time to wakeup for betterment of our company, its financial soundness and in-turn our socioeconomic up-liftment.
Please recall those days when MTNL executives had got Rs.100/- Deputation allowance, then E2/E3 scales to JTO/ SDEs in MTNL at the time of absorption. At that time we were also agitating on the same line for settlement of our scales. It was told at that time by the management that you are getting pension as per Rule 37A and hence your pay is little bit low than the MTNL Comrades. We still remember the speeches of our leaders- Com. W.Sheshagiri Rao, Com.A.B.Jadhav, Com.G.L.Jogi and Com. Pandey on this issue. These giant trade union leaders really had great vision. At that time these leaders directed us that everybody should work hard for BSNL and we will take care of your Pay & Perks.
We still remember the MTNL Mumbai Meeting in which a MTNL comrade has asked comrade W.Sheshgiri Rao the questions “Kya MTNL Chalega?”. Immediately com. Rao replied, “ If owner is not confidant and determined then the fate of this own company will be in the hands of God and he can only save that company.
Really the fate of our company is in our hands. We must be confidant and determined towards our goal and motto to make BSNL Number One in ASIA.
In this second PRC implementation, BSNL gave 30% fitment scheme but unfortunately the comrades of MTNL have been offered only 5% fitment scheme for implementation of their Pay & Perks.
In the grading of companies the BSNL has got A+ rating in Honorable Justice Rao Committee report of second PRC as per the inputs given to this committee which were submitted on the facts & figures by our comrade G.L.Jogi and proved that we the executives in the BSNL are really eligible to have these Pay & Perks.
Our comrades in MTNL are really finding difficulties in settling their Pay & Perks fitment formula as management has offered only 5 % fitment on their old scale. We must march towards their rescue & should extend our full support to their agitation against the injustice made by MTNL management in settling scales of MTNL executives. Unity & solidarity is a key answer to resolve such issues. With this we conclude our expression.
WE Congratulate Nashik GMT for arranging BSNL Mela. The Mela was organized by Nashik GMT as a one step ahead to make the services and BSNL Products familiar to the customers, a heavy crowd was observed and the interaction was fruitful. Even being holiday all the executives and officials participation in this mela is enthusiastic and especially our president Com. Bhad along with his team also made active participation in the mela.
**** In Satara SSA our executives voluntarily formed a team in month of feb.09 under the noble guidance of GMT Satara for marketing of BSNL products & services. This team has visited the seven RDEL SDCA and worked as a catalyst along with the respective field executives and efforts were made to reach each and every rural face of Satara SSA and marketed the products of BSNL. The overwhelming response from the customers really a buster dose for the executives towards achieving the targets. The boom was observed especially in Prepaid CDMA WLL for this everybody right from TM to SSA head contributed to make this venture successfull. Congratulates all

This is what about our history, but being soldiers of
the trade union tradition, we should always think ahead,
thinks about our future, our Bread & Butter, our company’s
stability, proseparity and improvement in coming days.
Our first priority must be financial viability,
profitability of BSNL and its existence in the market
through providing world-class state of art new technology
services, which will boost and contribute towards the Indian
economy at the affordable rates to our esteemed customers.
Our second priority should be for our self-respect,
our financial improvement. Our pay and the status is coming
through the prosperity of our company so you should march
ahead towards our goal to make our company BSNL number One
in all respects and aspects of communication era.
At this crucial stage we must think only of BSNL and
not any other issues, at the same time we should not
sacrifice our self-respect. This can be achieved “Only
and only through our unity”.
Already we have experienced the situation arose while tackling the issue of inclusion/non inclusion of one segment and it was not a happy situation. We should always think by keeping ourselves out of that situation. We should not waste our time & energy for someone’s inclusion and we should march with our own strength towards glorious and glittering future of Shining BSNL. With this we conclude our expression with the slogan.

United Forum of BSNL Executives extend total support and solidarity with the justified and legitimate struggle of our MTNL Comrades.
JTO(T) to SDE(T) DPC : Since the CR & SR from almost all the Circles reached BSNL CO we requested to expedite the DPC process. GM(P) assured that he is trying to complete the DPC by this month end so that promotion orders can be issued by mid-April. We also demanded to clear entire 1993 year in this promotion order by taking into account of the 2008-09 vacancies also. GM(P) informed that it is not possible to clear the entire 1993 year initially as DPC is going to be held for the vacancies of 2006-07 and 2007-08 only. For the 2008-09 year vacancy DPC, CR & SR of the last year also has to be called.
Pay loss in the case of JTOs recruited in the year 2005: The pay loss in the case of JTOs recruited in the year 2005 (joined after 01-01-2007) on implementation of pay fixation in E1 scale has been already brought to the notice of BSNL Management and requested immediate remedial action.
Benefit to JTOs recruited in 2001 and 2002:
On implementation of the Pay revision w.e.f 01-01-2007, JTOs recruited in the year 2001 will get their first Time Bound Promotion on 01-01-2007 itself instead of getting after six years as their pay will cross the minimum of SDE scale (Rs. 22500/-) on 01-01-2007 itself. Similarly JTOs recruited in 2002 will get their first Time Bound Promotion on the date of completion of four years service itself instead of six years as their pay will cross the minimum of SDE scale in four years. This can be implemented after notification of E1A and E2A scale. This may be brought to the notice of all the JTOs by the C Secs/ SSA Secs/B Secs
Dharna & Strike Deferred : In view of the letter given by BSNL Management where in CMD BSNL has stated that the process of absorption of ITS Grp A officers would be completed by December 2009, the Joint forum of BSNL Executives and Non Executives Associations & Unions unanimously decided to defer the Organisational programmes of action on 25th March 2009
